Odoo or a custom ERP: how much Odoo costs in Bulgaria and when each option makes sense

We are not an Odoo partner and do not sell Odoo. All Odoo prices and terms below were taken from its public pages on 17 October 2026, with a link to each one.
Odoo is a platform from the Belgian company Odoo S.A. with dozens of applications in a single database: sales, inventory, accounting, CRM, website and manufacturing. It has a free, open-source version (Community) and a paid version (Enterprise), sold as a per-user subscription. A custom ERP is a system written for one company according to its processes: it is paid for once, and every subsequent change is separate work.

How much does Odoo cost in Bulgaria: the subscription is the smaller part
The first number everyone sees is the per-user price. Odoo's calculator shows 142,80 € for one Standard user for the first year with annual billing. The calculation for your company is: the number of people who will log into the system, multiplied by this price, for 12 months, then the regular price from the second year onward. A paid user is any employee who creates or edits documents, as well as an external accountant who works in Odoo; customers and suppliers using the portal are not charged.
The second number is implementation. Odoo clearly states what is not included in the subscription: implementation services, hosting on Odoo.sh for custom development, custom-code maintenance, and credits for SMS and invoice scanning. The 25-hour package recommended by Odoo's calculator for one user costs 1 445 € for a new customer. A partner charges between 80 and 120 euros per hour excluding VAT at the rates published by Odo Pro, while some partners provide a fixed-price offer after an analysis.
The third number comes later: new versions. Each major Odoo version is supported for three years, while in Odoo's cloud, upgrading the major version is mandatory every two years. If you have commissioned custom modules, the database cannot be upgraded until the modules are rewritten for the new version. This work is not included in the subscription.
The Bulgarian localization: what standard Odoo includes and what it does not
Odoo’s official modules for Bulgaria include the chart of accounts, taxes and the tax report. This is the foundation, not the complete accounting of a Bulgarian company.
The developer maintaining the community Bulgarian localization for Odoo has published a table showing which obligation is covered by which layer. According to it, the VAT return and the VAT ledgers submitted to the NRA, VIES, Intrastat, payroll, declarations form 1 and form 6, and the annual financial statement are not part of standard Odoo but of a separate licensed paid extension; SAF-T is in preparation. The Bulgarian accounting software review site FinsoftReviews says the same thing in different words: Odoo does not, by itself, guarantee that changes in Bulgarian legislation will be reflected; that is the partner’s responsibility, and Odoo has no native payroll module.
That is why the first question for any partner is: which module will we use to submit the VAT ledgers, and who will update it when the law changes? We do not provide accounting services, and so far we have not built submission to the NRA: with a custom system, accounting stays in your accountant’s software, and the system sends it structured data.
What companies working with Odoo complain about
The recurring complaints are not that Odoo does not work. Odoo is a large, well-built product. Three issues keep coming up.
Dependence on the partner. The localization, add-ons and support are handled by the partner, and the cost of specific features, integrations and support may exceed the initial budget; FinsoftReviews says the same. According to the same review, the free Community edition is difficult to use for work in Bulgaria without an integrator.
Custom modules with every new version. The more custom code has been added, the more work each upgrade requires, because the modules must be rewritten for the new version before the database can be moved to it.
The paid user. The fee increases with every employee who logs into the system, including a warehouse worker with a barcode scanner, unless they are a light user (€4.90 according to the pricing page), and the light license is negotiated with an Odoo advisor.
When Odoo is enough
When your process can be described using the words on the module page: order, delivery, warehouse, invoice, website, CRM, and you are ready to work that way. When you only need one application, such as warehouse management or CRM: it is free for an unlimited number of users. When your integrations are standard: Stripe or PayPal payments, couriers and bank synchronisation are part of the standard plan.
The comparison is fair only when implementation is included: the three-year subscription for all users, plus the partner's package of hours or quote, plus the customisations that must be rewritten with every new version. Put that total next to the system from Saitami, which is yours and has no per-user fee.
When a custom ERP wins: one real conversation
A company opening a store for farm and artisan products and planning a chain contacted us in July 2026. It explicitly preferred a ready-made ERP, such as Odoo, with development limited to the specific requirements. It described its process point by point, and the list shows where the boundary lies.
Standard in Odoo: products, batches, expiry dates, checkout, online store, stock by location. Specific to this process: a supplier-side operator with a tablet, connected scale and printer that weighs the product, calculates the price per kilogram and prints a label with a unique number; tracking each individual package from the producer to the checkout; settling payments to each producer based on sales of their goods. The specific requirements outweighed the standard ones. We recommended a fully custom system and explained why: the ready-made platform does not cover this process precisely, licenses and customizations still have to be paid for, and the result still does not exactly match what is needed. The project has not started yet, so this is our assessment, not an outcome.
When the system is already running, the signal looks like this: at Pelikan DTM, each of the 2 564 items has four prices depending on the location, transfers from the warehouse to the bookshop are valued at the bookshop price, and stocktaking keeps a draft and distinguishes a counted zero from an item that has not been counted. Each of these rules is small. Together, they are the system.
The hybrid approach and what to ask the partner
If you already work with Odoo, you do not need to replace it to get what is missing. Odoo has an external API, but it is available on the Custom plan: any external program that reads from or writes to Odoo requires this plan. We have not built an Odoo integration so far; if you need one, we check the API of your version and list it as a separate line in the quote.
Before signing with a partner, ask for the following in writing: which plan you will use and why; how many paid users and how many light users; how many hours implementation will take and what it includes; which custom modules the partner will write and how much rewriting them will cost for the next version; which module is used for submitting VAT ledgers and payroll; who owns the code for the custom modules. We ask the same questions for a custom system, and the answers are included in the quote.

Ask the partner which module you will use and who updates it when the law changes.
What happens to our customisations when a new version of Odoo is released?
They have to be rewritten. According to Odoo's documentation, a database with custom modules cannot be upgraded until the modules have been prepared for the new version, while in Odoo's cloud, upgrading the major version is mandatory every two years. Custom-code maintenance is not included in the subscription, so this work should be included as a line item in the partner's offer.
Who implements Odoo in Bulgaria?

Can you connect a custom system to Odoo?
